The guy in Novigrad who sells dumplings, Hattori, is the best blacksmith. Yoana in Crow's Perch is the best armourer. Keep in mind you need to complete their side missions to unlock their full potential as masters who can craft mastercrafted armor/swords. I think Dumpling Elf guy in Novigrad might be the best blacksmith to sell weapons to.
