Transcoder default throttle buffer

I have changed the setting to "higher speed encoding" however that has not made a significant difference, so I was looking to play with Transcoder default throttle buffer. It's currently at default (60), however I was wondering if changing this would help alleviate the 100% cpu bursts.

The streaming (original 1080p quality) works for a few seconds, but then it starts to either buffer or get all glitched. Pausing it for 10s, 30s, 60s or more doesn't help. It basically transcodes 10 minutes before telling it to chill for a bit on that particular file. That way it can hardware transcode a third file beyond the first two that it is typically limited to.
